a policy of transparency, or openness, introduced by Soviet leader Mikhail Gorbachev in 1989 and characterized by a loosening of restrictions on the media and an increased tolerance of political dissent. Part of a reform program that also included perestroika, or restructuring, this policy is considered to have heralded—and even paved the way for—the Soviet collapse.
